so far i initiated the first encounter with emil. i tried meeting him as 2B, 9S, and A2, though i'd preferably like to start the quest with A2. of course i did emil's memories, as you have to do that to acquire all weapons in the first place, and i defeated him in the cave, stole his ♥♥♥♥, etc, etc, have to do that to get all weapons maxed out anyway. i have all weapons and they're all upgraded to max level, this is my first playthrough, i haven't done route d yet, but i have completed route c, not that i think that is related. Seems it doesn't work for chapter 16-02 as A2 for me. Seems like having 100% weapons all Lv 4 is not enough.

Read through all weapon stories, especially Emil Heads.

Venturing down his cavern home again naturally went as far as him complaining about burglary but I can't hack the locked chest to trigger another cave fight.

Seems like the first two unique encounters will trigger resends of the "Waaaaaay Bored" and FIshing mails but they appear unrelated. The first two times had unique conversations with A2, but beyond that he reduces to just being a vendor.

Re-did the whole introductory sequence with Emil on the road again upon chapter restart.

Have A2 pay a visit to the original Emil's lunar tear cave.

If the chapters have the shared counter there, it should mean quest availability. This should not be necessary as the quest counter across these chapters all indicate I have one final shared quest undone (59/60), which is Emil's Determination. And yeap fishing is unrelated he just sends that mail I believe simply as guidance toward the achievement. But since Emil sent me a mail regarding fish, I just went ahead and fished out more than 20 kinds.

Had it anything to do with the fishing achievement (A Round by the Pound - 20 different kinds of fish caught)? After all, this being my second game replay I didn't bother to fish much since I already scored the achievement previously.

Ok I really am lost as to what else I need to perform as A2 in order for Emil to relocate himself to the shopping mall and offer the quest.
